Every owner carries a permission state the platform checks on every action. Nobody negotiates around a rule because there is no one to negotiate with.

Every trade submission clears active rules before it goes through. A violation does not get flagged. It does not go through.
Taxi windows, pick depth limits, lineup integrity, and status gating all run on their own schedules.
When the anti-tanking threshold fires twice in a season, the flag is permanent and visible to every owner. It cannot be removed by anyone.
Rules lock at the start of the season. Nobody changes them mid-year. Including the commissioner.
